Aid must only be channeled through organizations and institutions that demonstrate that
their systems, processes and procedures are above board and open to public and
legislative scrutiny. A lack of transparency allows corrupt individuals to subvert processes
and bypass lines of accountability.
OUR VALUE > RESPONSIBILITY
The overriding duty of all aid managers and public officials is to act at all times in the best
interests of those for whom aid funds are meant for. Aid spending must be in accordance
with the priorities of poor people. All role players involved in the management of aid must
have a clear understanding of how it should be managed to achieve the required impact
on the lives of ordinary people.
OUR VALUE > ACCOUNTABILITY
Every dollar of aid must count towards poverty eradication. Donors must be accountable
to taxpayers, and recipient countries must account for how they have utilized donor funds.
The public through NGOs and the civil society must be involved in all stages of budget
planning, implementation and reporting. Checks and balances promote transparency,
responsibility and aid effectiveness.
OUR VALUE > COMPETENCE
Aid cannot be effective unless officials entrusted with managing it have the required
knowledge, skills, attitudes and willingness to plan, organize and control aid programs.
Administrative incompetence is a recipe for inefficiency. Inefficiency bleeds aid dollars
from development and relief programs.
OUR VALUE > ETHICS
All aid programs must be committed to countries and organizations that have demonstrated
the highest standards of behaviour, integrity and honesty. Integrity is the foundation of
transparency and accountability, honesty is the best policy and character is better than capital.
